PART ONE
Purpose, Scope, Basis and Definitions
Objective
ARTICLE 1 - (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, activities, organs, duties of the organs, and working style of the Pamukkale University Language Teaching Application and Research Center established within Pamukkale University.
Scope
ARTICLE 2 - (1) This Bylaw regulates the aims, fields of activity and activities of Pamukkale University Language Teaching Application and Research Center, covers the provisions regarding its organs and the duties of these organs.
Basis
ARTICLE 3 - (1) This Bylaw is amended in accordance with the provisions of subparagraph (d) of the first paragraph of Article 7 of the Higher Education Law dated 4/11/1981 and numbered 2547. It has been prepared based on subparagraph (2) and Article 14.
Definitions
ARTICLE 4 - (1) In this Regulation
a) Advisory Board: The Advisory Board of the Center,
b) Center (PADAM): Pamukkale University Language Teaching Application and Research Center,
c) Director: The Director of the Center,
ç) Rector: The Rector of Pamukkale University,
d) University: Pamukkale University,
e) Board of Directors: Refers to the Board of Directors of the Center.
PART TWO
Aim and Fields of Activity of the Center
Aim of the Center
ARTICLE 5 - (1) The aims of the Center are as follows:
a) To teach primarily Turkish and other world languages as foreign languages, and to conduct research in the field of linguistic sciences and applications,
b) To apply the findings obtained from theoretical and descriptive linguistics research in Turkey in areas such as teaching as a foreign language, academic and creative writing, and to transform these applications into research, in this direction, to develop programs and materials for developing academic and creative writing skills in foreign language teaching,
c) To provide consultancy services to other institutions on this subject, to provide in-service training in line with the need, to carry out practices to improve the academic language skills of the students in the departments that actively study within the University, to open courses on creative writing, researcher writing, effective presentation methods and techniques, and to provide students with practice and research areas in relation to these purposes.
Fields of activity
ARTICLE 6 - (1) The Center carries out activities in the following fields in line with its objectives stated in Article 5 of this Bylaw:
a) Organizing Turkish language teaching courses and awarding certificates to those who are successful at the end of the courses,
b) To conduct research in the field of applied linguistics,
c) To carry out studies to analyze phonology, morphology, syntax and written and oral text knowledge of Turkish with contemporary linguistics methods and to create a database for researches to be conducted in the field of applied linguistics,
ç) To conduct research on foreign language teaching,
d) Creating and developing materials for foreign language teaching,
e) Organizing foreign language courses,
f) To train students in active education at the university to improve their academic language skills,
g) Organizing creative and researcher writing courses,
ğ) Organizing effective presentation courses,
h) To provide practical work opportunities for undergraduate and graduate students in language research,
ı) To make publications in Turkey and abroad in accordance with the purpose of the Center, to support publications, to create a data bank, to establish a library and documentation center,
i) To cooperate with universities, application-research centers and similar units in Turkey and abroad and to organize joint studies,
j) To organize seminars, conferences, congresses, symposiums, panels, courses, summer schools and similar scientific meetings at national and international level and to issue certificates to the participants,
k) To conduct surveys, projects, analyses and similar studies, prepare reports, provide consultancy, in-service training and expert witness services upon the requests of domestic and foreign organizations and real persons in accordance with the purpose of its establishment,
l) To carry out other activities in accordance with the purpose of the Center.
PART THREE
Governing Bodies and Duties of the Center, Working Groups
Governing bodies of the Center
ARTICLE 7 - (1) The governing bodies of the Center are as follows:
a) Director,
b) Board of Directors,
c) Advisory Board.
Director
ARTICLE 8 - (Amended: OG-9/12/2019-30973)
(1) The Director is appointed by the Rector for three years from among the academic staff with doctorate or proficiency in art degrees at the University working in the fields related to the Center's field of study. The Director whose term expires may be reappointed. The Director is responsible to the Rector for all activities of the Center.
(2) To assist the Director, at least one deputy director is appointed by the Rector upon the proposal of the Director from among the academic staff of the University working on subjects related to the field of study of the Center. The duties of the deputy directors expire at the end of the Director's term of office. When he/she is absent from his/her duty, the Director is deputized by one of his/her deputies. If the deputyship lasts more than six months, a new Director is appointed.
Duties of the Director
ARTICLE 9 - (1) The duties of the Director are as follows:
a) Representing the center,
b) To implement the decisions of the Board of Directors and to manage the Center in accordance with the provisions of this Regulation and other relevant legislation,
c) At the end of each year, prepare and submit to the Board of Directors an activity report on the activities of the Center and its working committees and a program for the following year,
ç) To ensure co-operation with relevant institutions in Turkey and abroad,
d) To determine the staff and project executives who will take part in working groups or research projects and to make a proposal to the board of directors for their assignment.
Board of Directors
ARTICLE 10 - (1) The Board of Directors consists of three members appointed by the Rector from among the five candidates proposed by the Director among the University faculty members, and the Director and deputy directors. The Director is the chairman of the Board of Directors. The appointment of the members of the Board of Directors is finalized within three months following the appointment of the Director. The term of office of the members of the Board of Directors is three years and the members whose term expires can be reappointed. In place of the members who leave before the expiration of their term, new ones are appointed to fill the remaining term.
(2) The Board of Directors convenes at least once a month upon the call of the Director. The Board of Directors convenes with the absolute majority of the members and takes decisions with the absolute majority of the members attending the meeting. In case of equality of votes regarding the decisions of the meeting, the vote of the chairman shall be deemed to be the majority.
Duties of the Board of Directors
ARTICLE 11 - (1) The duties of the Board of Directors are as follows:
a) To prepare the annual activity program and report of the Center and submit it to the Rector for approval,
b) To take decisions regarding the management and activities of the Center within the framework of its founding objectives and the provisions of this Regulation,
c) To establish temporary or permanent working groups depending on the subjects and characteristics of the projects to be carried out within the Center, to decide on the persons to be assigned in these groups with the proposal of the Director and to submit them to the Rector to ensure their assignment,
ç) Upon the proposal of the Director, to determine the personnel needs of the Center, to prepare and implement examinations for the selection of academic staff, and to submit the proposals regarding the assignments to be made to the Rector for approval,
d) To evaluate the opinions and suggestions determined by the Advisory Board and to report to the Advisory Board on their implementation and the benefits achieved,
e) To determine the distribution of copyright and patent rights and revenues in accordance with the provisions of the relevant legislation.
Advisory Board
ARTICLE 12 - (1) The Advisory Board consists of at least five and at most ten members appointed by the Rector for a period of three years upon the proposal of the Board of Directors, from within the University and, upon their request, from outside the University, who are directly related to scientific research and applications and whose experience can be utilized. Members of the Board of Directors may attend the Advisory Board meetings.
(2) The Rector is the natural chairman of the Advisory Board. The members of the Advisory Board convene under the chairmanship of the Rector within two months at the latest from the date of their appointment and elect a vice-chairman and a rapporteur from among the members.
Duties of the Advisory Board
ARTICLE 13 - (1) The Advisory Board convenes at least twice a year upon the call of the chairman. It evaluates the activities of the Center and makes recommendations to the Board of Directors. The members of the Advisory Board may notify the Director in writing of their opinions on issues within the scope of the Center's purpose and fields of activity outside the Board meetings.
Working Groups
ARTICLE 14 - (1) Working groups may be formed in order to carry out the activities to be carried out within the Center and to increase efficiency. The chairman and members of the working groups are appointed temporarily or permanently upon the proposal of the Director and approval of the Board of Directors. The Director monitors and supervises the activities of the working groups.

Miscellaneous and Final Provisions
Staffing needs
ARTICLE 15 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector according to Article 13 of the Law No. 2547.
Working procedures and principles of the units
ARTICLE 16 - (1) The working procedures and principles and the functioning of the units that will operate within the Center are determined according to the principles prepared by the Board of Directors and approved by the Rector.
Fixtures, tools, equipment
ARTICLE 17 - (1) All kinds of tools, equipment and fixtures purchased within the scope of researches supported by the Center shall be allocated to the use of the Center.
Expenditure authority
ARTICLE 18 - (1) The Rector is the expenditure authority of the Center. The Rector may delegate this authority to one of the Vice Rectors or the Director.
Cases where there is no provision
ARTICLE 19 - (1) In cases where there is no provision in this Regulation, the provisions of other relevant legislation shall apply.
Enforcement
ARTICLE 20 - (1) This Regulation shall enter into force on the date of its publication.
Execution
ARTICLE 21 - (1) The provisions of this Bylaw shall be executed by the Rector of Pamukkale University. Official Gazette of the Regulation Date Count
