Disabled Student Education and Exam Practice Principles

 

FIRST PART

General Principles

 

Aim

 

ARTICLE 1- (1) The purpose of these application principles is to determine the procedures and principles regarding the education, training and examination-evaluation processes and procedures for disabled students studying in associate, undergraduate and graduate programs of Pamukkale University.

Scope

Article 2- (1) These application principles cover the procedures and principles regarding education, examination process and procedures for disabled students studying in associate, undergraduate and graduate programs of Pamukkale University. …………

Basis

Article 3- (1) These application principles and this directive have been prepared on the basis of Higher Education Institutions Disabled Counseling and Coordination Regulation and Pamukkale University Disabled Student Unit Directive published in the Official Gazette dated 14/08/2010 and numbered 27672.

Definitions

ARTICLE 4- (1) In these principles, the following refers to as follows:

a) University: Pamukkale University,

b) Rector: Pamukkale University Rector,

 

c) Senate: Pamukkale University Senate,

 

d) Coordinatorship: Pamukkale University Disabled Student Unit Coordinatorship,

 

e) Academic Unit Representative: An academic or administrative staff assigned from the graduate school, faculties, higher schools and vocational schools,

 

f) Disabled Student: A higher education student who has difficulties in adapting to social life and meeting the daily needs due to the loss of physical, mental, emotional and social abilities at various degrees for any reason, from birth or later, and who needs support in overcoming these difficulties,

 

g) Disabled Health Board Report: A medical document issued by a full-fledged health institution, in which the disability-related loss of function of individuals is evaluated and the disability rate, duration, permanence or probability of progression are stated,

h) Course: Compulsory/elective/theoretical/applied courses taught in associate, undergraduate, graduate and doctoral programs at Pamukkale University,

 

ı) Examination: the theoretical or practical midterm, final exam, make-up exam, excuse exam, grade raising, single course and oral exams held in associate, undergraduate and graduate programs at Pamukkale University.

 

SECOND PART

Procedures and Principles Regarding Education - Teaching Practices

Conducting lessons

ARTICLE 5- (1) Implementation procedures and principles for the provision of supportive services before, during and after the lesson in order to ensure that students with disabilities can achieve the targeted gains in the lessons are as follows:

 

a) The accessibility of buildings for students with disabilities is provided by the academic and administrative units with the support and coordination of the disabled student unit.

 

b) Educational materials (slides, presentations, projections, etc.) used in the course are prepared by the instructor in the lessons taught in classrooms with disabled students, according to the needs of the students, with the support of the academic unit, academic unit representative and the disabled student unit coordinator.

 

c) Access to the presentations made in the course by the students with disabilities in electronic and printed materials is provided by the academic staff with the support of the academic unit.

 

ç) In classrooms with hearing-impaired students, the seating arrangement is created in such a way that the student can easily hear or see the instructor and other classmates, regardless of whether they use a hearing aid or not.

d) For visually impaired students, course notes and materials are prepared in Braille or audio, in appropriate (16 and larger) fonts for students with low vision, in line with the possibilities.

e) Audio programs are loaded onto the computers used by visually impaired students in applied lessons.

f) With the permission of the relevant instructor, visually impaired students are allowed to record the lessons with a voice recorder.

g) Considering that visually impaired students cannot benefit from visual materials sufficiently, the lessons are supported by definitive, descriptive and explanatory audio elements by the relevant instructor.

 

ğ) Upon the request of the student and the approval of the Faculty / Graduate School / Higher School / Vocational School Administrative Board, in order to evaluate the performance of students with disabilities in the best way, other equivalent questions measuring the same information are prepared according to the disability type and level of the student. Exam place, exam duration, exam format are changed and made suitable. Additional equipment such as a special alphabet, computer, magnifying glass to be used in the exam, people or tools that help reading or writing can be provided.

Course Exemption

ARTICLE 6- (1) If students with disabilities apply for an alternative course due to their special circumstances, an equivalent course is given if the course is elective. If there is no equivalent of the course or if the course is a compulsory course, the same course is carried out by adapting it for the disabled student.

 

THIRD PART

Procedures and Principles Regarding Exam Applications

Exam Applications

ARTICLE 7- (1) Before, during and after the exam, in order to eliminate the conditions that do not comply with the special conditions of students with disabilities and negatively affect their success, and to ensure equality of opportunity in education and training, the procedures and principles for the implementation of supportive services are as follows:

a) The accessibility of exam halls for disabled students is provided by the relevant academic and administrative units.

b) In the announcements and notices to be made about the exam, the special conditions of students with disabilities are taken into account.

c) If necessary, students with disabilities are allowed to enter the exam with auxiliary equipment (hearing aid, telescopic glasses, magnifying glass, etc.) or medical equipment (insulin pump, etc.) with the knowledge of the relevant instructor.

ç) In case of need, an instructor who will accompany the disabled student in the written exams and someone who has a good command of the terminology of the relevant course is assigned as a reader-marker/writer. When necessary, they are provided to write their exams in the computer environment.

d) In line with the request of visually impaired students, question booklets are prepared in Braille style or audibly, and for students with low vision, question booklets are prepared in 16 and larger fonts.

e) The exams of hearing-impaired students are made in the form of multiple-choice tests, if appropriate.

f) Students, who are documented with a report to have any disability with physical, mental, emotional-behavioral, learning difficulties, vision, hearing, etc. are allowed to take the exam as a single person, if requested, in an environment where they will not be hindered by others or hinder anyone.

g) For students with disabilities with physical, mental, emotional-behavioral, learning difficulties, vision, hearing, etc., who take the exam with a reader-marker/writer or large print question paper/booklet, the duration of the exam is determined according to the student's condition.

h) If necessary, students with disabilities can rest, go to restrooms etc., under the supervision of an examiner during the exam and are allowed to meet these needs.

 

FOURTH PART

Miscellaneous and Final Provisions

Disputes and Cases Without Provisions

 

ARTICLE 8- (1) If a disabled student has a conflict with the faculty/higher school/graduate school or vocational school where he/she is a student, or if he/she encounters a disability not defined in these Implementation Principles, the decision is taken by the relevant academic unit administrative board by taking the opinion of the Disabled Student Unit Coordinatorship.

Enforcement

ARTICLE 9- (1) The provisions of these Implementation Principles come into effect from the date they are accepted by Pamukkale University Senate.

Execution

ARTICLE 10- (1) The provisions of these Implementation Principles are executed by the Rector of Pamukkale University.

It was accepted by the Senate Decision of our University Senate dated 29/05/2017 and numbered 10/3.
